USITC: Industry Injured by Imports of Rectangular Pipe and Tube
Written by Sandy Williams
August 18, 2016
The USITC issued a final determination today that the U.S. industry is materially injured by the import of heavy walled rectangular welded carbon steel pipes and tubes from Korea, Mexico and Turkey and that the products from Turkey are sold in the U.S. at less than fair value and subsidized by the Turkish government.
Antidumping duties will be issued on imports of these products from Korea, Mexico and Turkey and a countervailing duty order will be issued for products from Turkey.
The vote by the USITC commission was four in favor and two against. The petitions against the imports were brought to the Department of Commerce by nine U.S. pipe and tube manufacturers and investigations were initiated by the USITC on July 21, 2015.
The products covered by these investigations are certain heavy walled rectangular welded steel pipes and tubes of rectangular (including square) cross section, having a nominal wall thickness of not less than 4 mm.
The DOC final determinations of subsidy and antidumping duties are as follows:
Subsidy Rate
– Turkey 15.08 – 23.37
Antidumping Margins
– Korea 2.34 – 3.82
– Turkey 17.73 – 35.66
– Mexico 3.83 -5.21
