Commerce Finds Dumping of Imports of Carbon and Alloy Steel Cut-to-Length Plate From Austria, Belgium, Brazil, the People’s Republic of China, France, the Federal Republic of Germany, the Republic of Korea, Italy, Japan, South Africa, Taiwan, and the Republic of Turkey.
On March 30, 2017, the Department of Commerce (Commerce) announced its affirmative final determinations in the antidumping duty (AD) investigations of imports of certain carbon and alloy steel cut-to-length plate (CTL plate) from Austria, Belgium, France, Germany, Italy, Japan, Korea, and Taiwan and affirmative final determination in the countervailing duty (CVD) investigation of imports from Korea.
On March 25, 2022, as a result of expedited sunset reviews, the Department of Commerce finds that revocation of the antidumping duty orders on certain carbon and alloy steel cut-to-length plate from these countries would be likely to lead to continuation or recurrence of dumping as indicated below. On March 25, 2022, the Department of Commerce finds that revocation of the countervailing duty order on certain carbon and alloy steel cut-to-length plate from the People’s Republic of China would be likely to lead to continuation or recurrence of countervailing subsidies at the levels indicated below. The ITC on Monday, Jan. 10, 2023 voted to remove antidumping duties on imports of Brazilian steel plate. However, the ITC said that the existing orders on imports of this product from Austria, Belgium, China, France, Germany, Italy, Japan, South Africa, South Korea, Taiwan, and Turkey would remain in place. The US is also keeping countervailing duties on plate from China and South Korea. For the purpose of AD investigations, dumping occurs when a foreign company sells an imported product in the United States at less than its fair value. For the purpose of a CVD investigation, a countervailable subsidy is financial assistance from foreign governments that benefits the production of goods from foreign companies and is limited to specific enterprises or industries, or is contingent either upon export performance or upon the use of domestic goods over imported goods.
