Coated sheet trade case and plate expiry review move forward in Canada

New coated sheet case

Imports of Turkish-origin corrosion-resistant steel sheet are harming the Canadian market, according to a recent decision from the Canadian International Trade Tribunal (CITT).

“There is evidence that discloses a reasonable indication that the dumping of the subject goods has caused injury to the domestic industry,” the Tribunal said in a preliminary injury ruling on Feb. 3.

The ruling is part of the trade case that began in December investigating the alleged dumping of CORE by Turkey’s Borçelik Çelik Sanayi Ticaret A.Ş. While trade cases typically start at the domestic industry’s request, the Canada Border Services Agency (CBSA) began this investigation of its own accord.

CBSA’s decision on initial dumping margins is slated for March 5.

Expiry review on plate

Separately, CITT and CBSA have launched an expiry review to determine if the antidumping duty order on hot-rolled carbon steel plate from six countries should expire or continue.

The duties have been in place on plate imports from Brazil, Denmark, Indonesia, Italy, Japan, and Korea since 2014.

CBSA will decide by July 10 if dumping would be likely to resume should the duties be allowed to expire.

CITT will hold a hearing on Oct. 6 and then determine by Dec. 17 if the domestic industry would be injured by a resumption of dumping.
